A lead agency conducts the competitive solicitation and awards the contract on behalf of participating public agencies. This transparent procurement process creates contracts that other eligible entities can confidently leverage.

Rather than every agency conducting its own solicitation, the lead agency model allows one public agency to competitively procure a contract that other eligible agencies can adopt. This approach reduces duplication, saves time and resources, and provides access to contracts built through a transparent, compliant procurement process.
